Saving Fujimae Tidal Flat

- The campaign to save Fujimae 「
The campaign to save Fujimae began with concerned birdwatchers. They knew how important Fujimae Tidal Flat was for migratory birds, and when they heard about Nagoya’s plan to develop the tidal flat as a garbage landfill site, they started the Save Fujimae Association in 1991. It was based on three ideas.
- Anyone can help. People with free time donate their time, people with money donate their money, and people with knowledge donate their ideas.
- The movement to save the tidal flat must be easy to understand and backed up by persuasive data.
- It should be unique, homemade and enjoyable.

- A Garbage Problem
First of all, there was a garbage problem. The government estimated that it would run out of space in their present garbage landfill site by the early 2000s, but most of the recyclable garbage wasn’t being recycled. More than 100,000 people signed a petition, asking the government to stop the garbage landfill project at Fujimae, and Tsuji Atsuo, the representative of the Save Fujimae Association, ran for Mayor of Nagoya in 1993. Although he lost, interest in Fujimae increased.

- Ramsar, an international convention to protect wetlands
In 1971, a group of countries created an international treaty for the protection and wise use of wetlands, not only for wildlife such as migratory birds, but also for human beings. Japan registered the Kushiro wetlands as its first Ramsar site in 1993. At the following Ramsar conference in Brisbane, Australia, in 1996, an international support group called the Friends of Fujimae was formed.
Thanks to the relatively new Internet, Tsuji Atsuo was able to spread the word about Fujimae, and people from around the world sent messages supporting Fujimae Tidal Flat and condemning the garbage landfill project. As more news media reported on Fujimae, Nagoya City came under increased pressure to act.
- The City’s position
Nagoya City had a law since 1979 which required an assessment and allowed citizens to present their views at public hearings. However, the assessment was carried out by Nagoya, the project manager, and the city evaluated its own report without any independent corroboration. Based on a one-day observation, the city report stated that the tidal flat was seldom used by migratory birds. Other surveys based on questionable data showed that the tidal flat supported few lifeforms and had almost no value as a water purifier. The city concluded that there was no alternative to Fujimae as Nagoya’s next garbage disposal site.

- Citizen Surveys
Citizens went to work to show how environmentally important Fujimae was. Birdwatchers already had extensive data on the number of birds using the tidal flat. Members of the Save Fujimae Association did regular surveys of life on and in the tidal flat and showed that there was an abundance of life. In fact, they discovered that mud shrimp make three-meter deep burrows and in the mud and help to areate the flat. The city proposed scaling back the extent of the garbage landfill site, but it was pointed out that migratory birds wouldn’t use the tidal flat as a stopover with human activity in such proximity
- Fujimae Tidal Flat is Saved!
Thanks to citizen science, local support, international pressure, and the national government’s refusal to approve Nagoya’s plan, the city finally abandoned the project in January 1999. Fujimae Tidal Flat was saved!
